2025 SINKING FUND MILLAGE PROPOSAL

At Greenville Public Schools, we are committed to providing our students with the best possible learning environment. Your support and trust mean everything to us, and we want to share important information about our proposal on the May 6, 2025 ballot–one that will help us continue to provide high-quality education for our children.

Building Excellence and Securing Tomorrow
This proposal, "Building Excellence and Securing Tomorrow," will provide $1.6 million per year for the next 10 years to fund critical school improvements. These funds will help ensure that every student has access to safe, warm, dry, and engaging learning spaces.

No Increase to Your Current Tax Rate
This proposal will not raise your current tax rate. Our debt millage rate is 4.7 mills, but it is scheduled to drop to 3.2 mills this summer. This proposal asks for 1.5 mills to maintain the 4.7 mills total rate, allowing us to keep our schools safe and equipped with the resources needed for student success while remaining financially stable. Additionally, because the district will not pay interest costs, every dollar will go directly toward benefiting students.

A History of Responsible Reductions
We understand the importance of keeping taxes manageable for families. In 2022, economic challenges led to a reduction of our debt millage rate from 7.2 mills to 5.2 mills, followed by another reduction the next year to our current rate of 4.7 mills. These reductions provided much-needed relief to our families and community members. Today, our debt millage rate is one of the lowest in our surrounding area. This proposal would allow us to continue providing excellent educational opportunities without increasing your tax rate.

Investing in Our Schools
We have a well-planned approach to addressing the most pressing needs in our district, including:

  • New Heating Units: Ensuring warm rooms for elementary students.

  • Roof Repairs: Keeping buildings safe, warm, and dry.

  • Collaborative Spaces: Creating modern areas for elementary students to work together and problem-solve.

  • Music & Theatre Updates: Addressing essential needs for district band, orchestra, choir, and theatre programming.

  • GHS Weight Room Expansion: Adding more space for students to train safely and accommodate growing interest.

  • Enhanced Security: Upgrading and adding security cameras throughout the district.

  • Updated Technology: Supplying up-to-date technology for teaching, learning, and district-wide efficiency.

  • Parking Lot Repairs: Improving safety and accessibility on school grounds.

  • Outdoor Recreation Areas: Creating safe outdoor spaces for middle school students.

Important Dates for the Tuesday, May 6, 2025 Election

  • Thursday, March 27, 2025: Absent voter ballots must be available to be sent to members of the general public. 

  • Monday, April 21, 2025: Last day for voters to register by mail. Voters may register in person through Tuesday, May 6, 2025 (election day) with the required documentation. 

  • Saturday, May 3, 2025 & Sunday, May 4, 2025: Election clerk offices must be open for a combination of at least 8 hours on the last Saturday and/or Sunday before the election to issue and receive absent voter ballots.

  • Tuesday, May 6, 2025: The polls will open at 7:00am and close at 8:00pm.

Proposed 10-Year Sinking Fund Project Allocation

PLEASE NOTE:

  • All project cost projections included in this outlay are estimates and subject to change based on final design development and the required public bidding process.

  • The Sinking Fund is estimated to generate approximately $1.6 million annually, though this amount may vary year to year.

  • Annual revenue from the Sinking Fund is subject to the Headlee Rollback, a state-required adjustment that protects homeowners from significant tax increases due to rapid property value growth.

  • The school district may defer funds collected in one year for use in a subsequent year to better align available resources with project timelines and funding requirements.

  • The 10-Year Project Outlay is a forward-looking projection; each year, the district will reevaluate planned projects to ensure alignment with current educational needs and strategic priorities.

  • A Pathfinder Project is a small-scale remodel that transforms a traditional space into a flexible, collaborative learning environment.
